Hi. I'm a system tech for TWC in Southern ca. I'm sorry for your speed issues. I see this a lot, but one thing we DON'T do EVER is throttle back speeds unless file sharing or some other activity is happening that is killing bandwidth in the overall area. If you're supposed to get 110 Megs down and 5 up then you should have that speed less about 20%at peaks times for surfing. We have NO. Contract with ANY speed test web pages. We have our own internal speed test page that can be used by anyone. Google TWC speed test for your area that you live and see what it says. This service only tests continuity and speed from your modem to our server. Keep in mind, we only have control of our pipeline and servers. After it goes past us we have zero influence. Again, I'm sorry for your speed issues. If you aren't getting the resolution or service you feel you should be getting then you may escalate to TWC office of the president.
