Really like this idea.  Great insight!
A nice TED talk about reputation and trust. This is something I have been thinking about for a long time (and have even considered doing a start-up on, more than once).
A portable public reputation would enable things which are simply impossible right now. My dream is to be able to walk up to a random stranger in the street, stake my reputation using a smartphone app, and then do something currently unthinkable like borrow $100 or use their bicycle for an hour.

Right now we can't even transfer our reputations between online contexts: you can have a great reputation on AirBnB or StackOverflow, but you have to establish reputation again and again on each new site. Sometimes this makes sense - reputation on AirBnB and StackOverflow are not very comparable. But many contexts are more similar: if  people have vouched for you as a nice guest on AirBnB, you're almost certainly also a safe passenger to pick up on a ride-sharing service. This is crying out to be fixed. We need a service which carves out the reputation layer and makes it work across sites. Kind of like Disqus for user reputation.

To experience the frustration this might solve (in the very long run), just try moving to another country. Simple things like renting houses or getting mobile phone contracts become extremely hard, because you don't have whatever the locals expect in terms of reputation history (e.g. foreigners coming to the US have a very hard time because they have no "credit history").

When you want to do something new:
1. Use first principles reasoning: boil things down to their fundamental truths and reason up from there. (as opposed to reasoning by analogy, which is how we normally think).
2. Really pay attention to the negative feedback, and solicit it, particularly from friends.
