Federal support for oil spill fund will end in 2018. The fund was mainly supported by a 9-cent per barrel excise tax on all American crude oil. The fund is used to pay for oil spills from pipelines, refineries, oil wells and ships. The EPA and Encore Oils reached a settlement to reduce the risk of oil spills from their biodiesel processing plant in Salinas, CA.
