Attempts to close the loophole in NY's cannabis laws. Possession of marijuana not "criminal" unless it is possessed in a "public place." The NYPD get around this distinction by ordering the suspect to "empty your pockets." When the suspect obeys that demand, the police then charge the criminal version of the offense because the marijuana was possession "open to public view."
