Similar to national trends seen by the New York Times, we see incarceration rates much higher in the smaller rural counties of the Tampa Bay area as compared with the incarceration rates of larger metropolitan areas. One reason for this disparity is the lack of available drug and or mental rehabilitation programs in rural counties.
