A New Permanent Calendar

Two researchers at The Johns Hopkins University have devised a new calendar "in which each new 12-month period is identical to the one which came before, and remains that way from one year to the next in perpetuity."

Boiled down, they made the following changes:
1. Weeks
They pointed out that the week should keep it's length of 7 days. Any change here would be far to difficult to implement and, not accepted by most companies and individuals.
2. Months
Every third month has 31 days, the other remain at 30. This is were they went wrong, the length of a month doesn't need to be about 30 days. Having day of the month reflect the phases of the moon is not necessary any more. (Except for werewolves)
3. Xtra
An extra week every 5 or 6 years might sound ridiculous but it's the only way to keep a 7-day-week permanent calendar in sync with the earth orbit around the sun.

Other changes proposed by the Hanke-Henry Permanent Calendar are the abolition of time zones. Setting all times to UTC might ease the coordination of meetings across the globe but could be very confusing at first for people in countries where the sun would rise at 20:00. They did however not oppose the Daylight Saving Time, which I think is completely useless. They proposed to keep the time but shift the working hours by one hour (from 14-22 to 15-23 for example).

Don't get me wrong, I do think the Gregorian calendar needs an overhaul. But the Hanke-Henry Permanent Calendar would not be my first choice.
It would be far more convenient to have 13 months with 4 weeks having 7 days each totalling to a year of 364 days. The first of every month would be a Monday. The extra week every 5-6 years would still be necessary though.
