I think storytelling is valuable in some learning contexts but not all learning contexts. Same with job aids, online learning modules and classroom instruction. We, as designers of instruction, must know when a story-based learning intervention makes sense and when it does not. Also, even though people often say "just tell me what I need to know and let me get back to work" that approach doesn't work for deeper processing of content. You can't teach someone strategy by just "telling them what they need to know". You can't reinforce ethical behavior that way either. The trick, as with any good design, is to carefully match the right instructional strategy/approach to the right situation given learners, content, context and desired outcomes.
