Societal changes are inevitable as the later stages of the industrial revolution occur in an alien civilization.  Some can be predicted.

Just because a planet is in the liquid water zone, also called the habitable zone or the goldilocks zone, does not mean alien civilizations could form there.  There might be too much or too little water; just the right amount is needed.
