A little info... The Nexus 7 has a magnetic sensor that more like a magnetic on/off switch.  Hall effect is different, it doesn't read a magnetic field sitting still.  It detects the field from a magnet moving over a surface (it's very analog).  

The Hall Effect sensor in the N5 is most likely intended to be used with some sort of magnet to wave in front of it to wake up the phone or trigger an action.  Since HE sensors are passive (as opposed NFC, which is active) it could probably used for a smart clip (like the Moto X) or to register when being swiped over a surface (like a NFC read...use the low power HE sensor to turn on the NFC).
