Are "public" maps created with Google Map Engine really "Public" ?

I publicly shared one of my map and sent the URL to a friend. But my friend was not able to access the map because he was asked and forced to identify himself with a google account, which he doesn't have. Shouldn't a map shared with "everyone" be accessible to people without ID ?
The surprising side effect... when I try to provide that link in Google+, Google+ tells me that it could not load the website !!!

2014 en France, cette année encore le @TresorPublic n'a toujours pas compris la difference entre payer en ligne et se faire prélever ... L'autorisation de prélèvement n'est pas un mode de paiement, c'est comme donner votre porte monnaie ouvert à votre boulanger en lui disant de le conserver et de se servir quand il veut ! 
Les soit disant services de paiement en ligne proposés par le Trésor Public ne consistent qu'à vous faire croire que vous avez votre mot à dire, alors que de toute façon, vous devez d'abord autoriser votre caisse des impôts à accéder à votre compte n'importe quand !

Back to square one ! Google Drive 100GB at $24 per year is nothing new : I still own a more than 3 years old plan of 80GB for $20 per year

Cost in 2010 : 25c per GB per year
Cost in 2014 : 24c per GB per year

All that noise for a 4% price rebate ... 

Google just multiplied its price by 3, two years ago (May 2012) to make it look good two years later by bringing it back to its original price. There must be some marketing people behind such a "clever" round trip...
