The Whitehouse is pushing for open access to results of federally funded science.  Yes.  Many times, yes.  

Publication costs are complicated, but with the advent of powerful and cheap document storage and retrieval systems combined with the fact that all peer review is done for free by other academics anyway makes the timing of this push appropriate.

My main concern is that publishers will get the sort of deal that health insurance companies got -- that we'll just end up paying them more in the end when we ought to restructure the system itself.

I think explaining in general is a matter of relating a concept to some sort of personal collection of concepts. It is a bit like data compression. So explaining to a six year old is a good hypothetical way to determine the actual scope of the required collection, but the issue is that the statement itself introduces an upper boundary of 1 year on the duration of explaining, and six year olds are not generally good at abstract thinking (formal operational stage of development is believed to start around 11 years?).

Introduction
My research focuses on the application of quantitative modeling techniques to open collaboration systems (like Wikipedia) to explore and extend the theory of mass volunteer collaboration. I use models and field studies of experimental intelligent user interfaces to explore patterns of motivation, conflict and quality control systems in the English language Wikipedia intending to discover methodologies for affecting system-wide trends positively. My ongoing work focuses on effective approaches for increasing and maintaining participation in such systems.
