The best definition of competency I've ever seen is (Knowledge + Skills + Attitudes) **+ Performance** = Competency

Proficiency vs. Mastery: Recognizing Growth and Excellence in CBE http://ow.ly/2Yp1kh
It's true that most students will reach proficiency (not mastery) within the timeframe of instruction. This is not a failing, though the 100-point grade scale creates the illusion that 100% is the standard, and anything less is a failure.

Free Open Source User Feedback with AllOurIdeas - I have been researching open source user feedback tools, and I stumbled upon a very nice app called AllOurIdeas.org. AllOurIdeas takes a novel approach to user feedback, allowing your audience to choose between different suggested answers that you (the site owner) pre-seed into the survey.
