Why #OpenData can stop #corruption
There has been a big push in recent years to make #government data open so citizens know where their tax money is spent– from snow collection in Chicago and broken street lights in Tbilisi, to what public officials declare about their assets in Mexico and their lobbying meetings with companies in the EU.
While data sets have exploded in number, only 7 out of 86 countries surveyed are disclosing #key public data on their spending in a format that makes it accessible and meaningful for average citizens. Of all the countries assessed, only six per cent publish specific data about government #contracts and only three per cent have public company registers that provide any information on who are the beneficial owners of companies

Big data and #creativity: What we can learn from ‘House of Cards’
Netflix had used all the #BigData it collected on its viewers to determine what they might like to see. In other words, data inspired the creative direction.
This approach produced strong reactions. “What?” asked some. “You used data to make a TV show I loved?” Some thought the entire world audience would be reduced to a pack of zombies, doing whatever Big Data told them to do.
First, much like Google, Netflix has a lot of #data. Currently, it has many millions of customers worldwide and spreads a very wide net to collect data on them. In particular, the site also logs something it calls “#user actions.”
These include the #times of day people watch horror movies (not before breakfast) and when they watch humor. It also logs when you start and #stop viewing, what you rewind to watch again, whether you watch on a TV or iPad and so on. It even looks at pirate movie sites to determine what’s #trending.

6 Ideas to Help #Government Realize #OpenData's Transformative Power
Most open data portals don’t look like labors of love. They look like abandoned last-minute science fair projects, pie charts sagging because someone didn’t use enough glue stick. The current open data movement is more than a decade old, but some are still asking why they should even bother.
Open data doesn’t need to save lives — and it usually won’t. Its value is in supporting the core #functions of government, which are basic things like keeping parks and water #clean and trash cans empty, said Josh Baron, applications delivery manager for Ann Arbor, Mich., and that should be the #goal of everyone who works in government.

#Size doesn’t matter in #BigData, it’s what you ask of it that counts
These days, tremendous volumes of #information are being generated and collected through new technologies, be they large telescope arrays, DNA sequencers or Facebook.
The data is #vast, but the kinds of data and the formats they take are also new.
#Quantity is often seen as a benchmark of success. The more you have, the better your study will be.
But having all the #data would tell us everything, right? Not exactly.

#BigData, Google mobilita i suoi algoritmi contro il virus #Zika

China Tries Its Hand at Pre-Crime

China’s effort to flush out threats to stability is expanding into an area that used to exist only in dystopian sci-fi: pre-crime.
