Week-end driving ban lifted for goods transport
To ensure the delivery of voting materials for the regional elections on 6 and 13 December 2015, the driving bans on weekends and bank holidays will be lifted for vehicles and vehicle combinations over 7.5t carrying voting materials on the following dates:

Saturday 7 and Sunday 8 November
Saturday 14 and Sunday 15 November
Saturday 21 and Sunday 22 November
Saturday 28 and Sunday 29 November
(Ref. Article 1 of the decree of 7.10.2015 (OJ of 15.10.2015))

This applies to all carriers, both domestic and international.

Please note that the lifting of the ban does not apply to specific motorway sections in the greater Paris area (see attached).

The UK authorities (DVSA) intend to impound the vehicles of operators who continue to breach EC Regulations 1072/2009 and 106/1992.

Should a vehicle be impounded, a notification will be sent to the operator and the registered owner of the goods vehicle concerned. The impounding will be publicised in the London Gazette, which is available online.

From the receipt of the notification of impounding, the operator will have 21 days to appeal to the Traffic Commissioner for the area where the impounding took place.

Should such a vehicle be being used on a finance agreement, with a lease agreement or on hire, i.e. it is not owned by the operator, then, the operating company will have no right of appeal against the impounding.

The DVSA is usually unaware of the finance agreements, lease agreements or hire contracts in place when a vehicle is impounded. It is, therefore, imperative that the vehicle’s operator should notify the company that has a financial interest in the vehicle at the earliest opportunity. This will allow it to appeal to the Traffic Commissioner in a timely manner.

The contact details of the Traffic Commissioner concerned are included in the impounding announcement in the London Gazette and in the correspondence sent to the vehicle operator following the impounding. Legal representation at the appeal hearing will be at the request of the company lodging the appeal.

Temporary reintroduction of border controls - COP21
Due to the holding of the 21th UN Conference (COP21) on climate change from 30 November to 11 December 2015 in Paris, France is temporarily reintroducing border controls from 13 November to 13 December.

These controls apply to people entering France who will have to present identification documents as follows:

for Schengen citizens, including French nationals: national identity card or passport,
for non-Schengen nationals: passport and/or visa, and accommodation receipts and proof of resources and health insurance.
Please find attached the list of the relevant crossing points: list of authorised crossing points and border crossings for which the Air and Border Police and Customs will perform checks. Members will be informed of developments in this area.

Temporary border checks
As from today, Sweden has introduced temporary border checks with Denmark and Germany to control the flow of migrants into the country. It is strongly advised to carry valid identification, such as a passport, when entering Sweden.

These border checks are planned to last for at least ten days.

New electronic toll system in the Russian Federation – Further information
Please find enclosed an important announcement published by the Russian Transport Ministry today, available in English and Russian. In short, until 1st May 2016, HGV owners are exempt from any fines when driving on Federal Highways outside of the Moscow Region.

Moreover, Order of 3rd November 2015 No. 1191 of the Russian Government has been published and amends the toll tariff per 1 km:

until 29th February 2016: 1,53 RUB per 1 km
from 1st March 2016 to 31 December 2018:  3,06 RUB per 1 km .

Attacks in Paris: reintroduction of border controls
Following the attacks in Paris last Friday evening, which killed at least 129 people, border police and Customs are now checking all vehicles crossing the Belgian border. Traffic is restricted to one lane only.
Systematic controls are being conducted on the four highways linking France to Belgium: A22 at Rekkem, A27 at Baisieux, A2 at Thivencelles and A16 at Bray-Dunes.

The Ministry of Home Affairs has announced an extraordinary meeting of the EU Council on Friday 20 November 2015 in order to discuss, among other things, the “reinforcement of controls at external borders”.
