No, that's not what it does. What it does is prevent a teacher from being called out for teaching creationism or offering up Biblical myths as alternatives to scientific theory.

For example, if a teacher found a website claiming that gravity is NOT the result of two masses attracting each other, but rather it's because God loves his people to stay on Earth, and then taught that as an "alternative theory" to the conventional theory of gravity, he/she could not be disciplined for doing so.

And this is happening as the United States' ability to compete in an increasingly scientific world is increasingly at risk. Ignorance begets ignorance.
