Pipe sound from tvtime to default alsa output device in Ubuntu 12.04lts using SoX the Swiss Army knife of sound processing programs.

Multimedia controller: Philips Semiconductors SAA7131/SAA7133/SAA7135 Video Broadcast Decoder (rev d1)

Start tvtime, open a concole and execute the command:
sox --buffer 1024 -t alsa hw:1,0 -r 48000 -d

You have to experiment with the --buffer value (128, 256, 512, 1024, 2048...). Lower buffer size = lower latency. The resampling (-r 48000) isn't required but works better for me.
