Sylvia, I just did this.  My advise would be to set the outer size of the circle.  Find the center of the circle and mark it with a pencil or if you are not going to use the inner most piece of paper just tap a bit of ink on the bottom small circle under the cutter and mark your center.  Once you put your cutter down on the paper, don't move it and cut.  From there adjust the size of the cutter to the size you want the inner part of the ring to be.  Carefully place the cutter back on the center mark and cut.  I might put a piece of two way tape on the underneath part of the paper and mat to secure the paper .... I didn't have to...and make sure you press down and cut slow so you cut all the way through.  Good Luck
