In short, (1) CIRI relied on current interpretations of international law to ground its concepts, (2) different data are useful for different purposes, (3) quantitative human rights scholars take measurement seriously and are working to get better at it, and (4) understanding human rights will require a multitude of research methodologies with open lines of communication between those utilizing them.
