I was privileged some months ago to meet Jim Martland, one of the "maths recovery" people involved in ELC numeracy work. His ability to break numeracy learning into discrete, observable stages was a great surprise to me. "Throwers", for example, were people who, if asked to hold up a number of fingers, would put them all up at once. This was a significant step on from counting them one by one. It struck me at the time that this wasn't a way of assessing progress that I had ever encountered. From what he said, though, it was a useful teacher assessment, and would clearly not require moderation.
