Baja California Sur, a popular international tourist destination leading Mexico's ranking for intentional homicide (murder) in October 2017!! By municipios's (equal to county's ie San Diego County) La Paz is 6th, since 1st of May 2017 more as 200, mostly execution style killings including "collateral damages" like a 1 year 4month old toddler. This has spread far beyond "narco killing narco" as often used by government officials.
Tourism is suffering despite often otherwise declared.

Mexican cartels have shifted heavily into heroin production, responding to growing heroin and opioid use in the US. While the spread of heroin and opioid abuse in the US has had devastating consequences for many communities, for the traffickers, it is simply a matter of business.

The Mexican government has noted serious shortcomings in its fight against corruption in a classified report which was prepared ahead of an international evaluation of the country’s efforts to combat money laundering.

Many experts have stressed that equating Mexico’s drug-related violence to that of an armed conflict or civil war is an “uneven comparison.” That may well be true, but the consequences - rather than nature - of the violence and the way it impacts people’s quality of life and access to basic services such as health, education and justice are present.

Last year there were more than 20,000 killings. This year is on track to be worse, exceeding the 2011 record, which was thought to be the drug war’s apex.
Since the beginning of crisis, said Alejandro Hope, a security analyst, “there has been a significant change in the way organized crime works in Mexico.” Drug trafficking required resources and infrastructure that the new groups lacked, leading many to turn to kidnapping, theft and extortion. Predatory crimes spiked.
Mexicans seem keenly aware that their government is growing less responsive just as streets are becoming more dangerous. Polls show growing dissatisfaction, particularly over corruption.

Ejidos start closing Baja 1000 race-course. The decision to block the race-course was taken on Thursday after talks with the mayor of Mulegé, Cecilia López González failed in a meeting with the representatives of the nine communities. Today, Friday they blocked only a section of the El Vizcaino valley, which was opened a few hours later, after the secretary of tourism, Genaro Ruiz, promised a meeting with representatives of Score International and to present an economic proposal coming Monday.

Payment of $55,000 by Mexican hospital demanded. Brandi Gallagher said she fell and punctured a lung. She said she was taken to a hospital, but they wouldn’t treat her until they were paid.

Ejidatarios extended date to fully close down Baja 1000 race-course by several days as negotiation with government taking place. The situation is somewhat shrouded in secrecy - most likely does the BCS government do not want to have the (6-digit) sum they already pay to the race-organizer SCORE Intl to have the race (yep, in BCS it's the other way around - public money is paid so they come race, not like organizers have to pay so they have a place to race) made public.
Well the ejidatarios are not so happy to see for years that - now owned by Trump supporter Roger Norman - SCORE Intl comes with it's millionaire entourage, shreds their roads and leaves with the usual lip-service that damages will be repaired...... beneficiaries of this race a very few vs the general population.
To them it is - justifiable - Mexico first and it's no wall but earth-mounts they put up!
