Nigeria, Cuba, Algeria, and Saudi Arabia, those paragons of human rights, prevailed over the United States, Sweden, and Finland during an Internet-related vote at an ITU summit in Dubai today.

The problem with resolving such matters by majority voting (to be sure, this was an odd non-vote vote) in a forum like the ITU is that, out of its nearly 200 member nations, only about a third are highly protective of civil liberties and free speech.
