Yesterday I held an open house at my new listing in NE Portland. This townhouse is about a half of a mile from my office in Beaumont village. Turnout to the open house was good... no wonder it is a 3 bedroom 3.5 bath home in a close in area for 375K. Townhouses are the new housing trend in close in Portland. #portlandrealestate #portlandcondos

Buyers get a 2nd chance to at “free money” with the Neighborhood Lift Program

In 2009 there was a first time buyers credit in the amount of $8,000 that was provided by the federal government.  The purpose of this tax credit was to encourage buyers to buy homes and help the real estate market recover from the crash.  The program was very successful.

Thousands of people were able to receive this credit, and it helped stimulate the real estate market in the summer and fall of that year.
The City of Portland in concert with the Portland Housing Center, NeighborWorks America and Wells Fargo are in the process of rolling out a similar program for real estate in the city of Portland.  The new program is called “Neighborhood Lift”. 

The Neighborhood Lift program is better than the 2009 Federal First Time Buyers program in several ways.  First of all, the amount of the Loan/Grant is $15,000 per property.  Second, the Loan/Grant is not limited to first time home buyers. 

Here are some of the details:

The program is designed to help 227 families buy homes.

The $15,000 loan is forgivable if the buyer lives in the property for more than 5 years.

There is a limited window of opportunity for buyers to apply for the loan and purchase a home.  The registration dates for the loan are December 13th and December 14th, and buyers must have a home under contract within 60 days.

The loan may be used towards the buyer’s down payment.

There are income restrictions for this loan/grant.   For example, a family of 4 must have an annual income of less than $83,300.  If you have questions about the income limitations, please ask your banker or give me a call at 503-810-2219.

The homes must be in the city of Portland, and the properties may be condos, townhouses, single family residences or multi-family units (up to 4 units).

Some homebuyer education may be required to be eligible for the loan/grant.

The lesson that we learned a few years ago during the federal first time time buyer tax credit was that the number of properties in the affordable price range is limited.  Buyers should be advised to start looking at properties as soon as possible because the best properties will be snatched up soon.

With regard to sellers, the Portland Lift program presents an opportunity to sell real estate at a time when our market is usually in a winter slump.   I think this winter presents a rare opportunity for sellers to sell a home when our market usually takes a dive.
