Update:  Energy Trust is addressing our issues.  5 months after completion we should be seeing some more incentives we expected.

Be careful when budgeting your renovation project with Energy Trust of Oregon incentives.  The rules are pretty complicated and they may or may not decide to pay out any incentives you should qualify for.  We were told by multiple insulation contractors that we qualified for around $1500 of incentives for putting in insulation as part of our repair effort on the new building.  Many months later, they have not paid, and now tell me that we are classified as a new building and don't get incentives as code already requires new buildings to be insulated.

Does this look like a new building to anyone?

They also decided not to pay out any HVAC incentives on our 15k super efficient heat pump system..  Again we were told by both Energy Trust and contractors that it should qualify.
Making these public so we can call out Energy Trust for calling it an "existing building" and thereby not pay us any insulation incentives we were promised.
