I feel like there are two different things mentioned here. Current and expected present to me different problems.

First one: approaching candidates about their current salary. I'm not surprised Candidates are hesitant about this part. Why wouldn't they?  I surely would prefer not to disclose my package details as well. And yet many companies expect to receive this information to prepare offer - not only based on experience, skills, knowledge, but also on current financial condition of Candidate. However I believe that this is going to change. Candidates get more self-aware and realize, that they don't have to share details of their salary with us. 

Second: approaching candidates who are financially beyond our grasp. Yes, that can be really hard and that is why I don't wait with this discussion till the very last minute. At least not when I expect that this might turn out to be a problem. But to be honest - maybe that's wrong of me - I usually inform them that their financial expectations cannot be possibly met and I have to thank them for their interest.

All in all, I wholeheartedly agree with you. Candidates should not be kept in the dark.
