If you can't grow out, grow up.

While I'm not advocating 50-storey hi-rise in Christ Church Meadows, or 1960's era hi-rise estates; there would be no reason as to why outer areas of Oxford couldn't have 4 or 5 storey apartment buildings (think typical Georgian-era townhouse heights) , rather than the 2 storey Victorian-era factory-worker tenaments it currently does.

The sticking point is unfortunately the current owner-occupiers, who do not benefit from higher density buildings in either the value of their assets or the quality of their lives.  They do not have incentive to sell to a developer or build themselves.

Secondly, development to increase the height of just one plot at a time would result in a haphazard street scape.  Additionally, further building efficiencies can only be achieved by developing many plots at once (sharing of foundations, site facilities, district heating etc).  Both require the development of many adjoining plots together, demanding coordinated purchasing; an even less likely proposition.

It would take some ballsy political willpower to gain those compulsory purchase orders.

It looks great for a very standard rectangular tower but unfortunately the diagrid is just a thin metal facade hiding, what I assume to be, a very typical concrete structural frame.  It would be far better, and more honest, if the diagrid was a robust load-bearing structural exoskeleton (see Beijing's CCTV Headquarters).
