Good luck getting rid of this. UC Davis wasted a lot of money over a $1 million being dumped by a company claiming they could scrub the internet of this video rather than just addressing the issue. Rather they chose to waste funds by being stupid. Morons in charge.

It's Hooli compression.
Image Quality Concerns Google Strategy Concerns

With “High Quality” upload size all images get recompressed, however small they are. I tested this by uploading photos as small as 150KB 1MP and their sizes in KB got reduced even more. This says to me that this all-around recompressing is not about saving space on Google servers, but about pushing everyone who cares about quality of their photos to use paid storage.

I do understand the need to reduce the size of 10GB videos or 100MB images, but anything smaller than, say, 5MB should be stored in original quality, in my opinion. I shoot with a DSLR and process my photos with advanced software, then I resize and slightly compress my images before uploading them online, and until now most of my images fit into 2048px x 2048px and were stored for free in original quality in Google+ Photos. Since I much prefer my images unaltered, I view this new strategy as a downgrade and unfriendly push towards paid options, which I’m not going to choose and would rather consider free storage options elsewhere.

Please set a size limit under which images are always stored in original quality, for example 5MB.

P.S.: by the way, Google Photos viewer isn’t working right - photos look blurry even at 100% size. So to judge the quality changes I had to download the photo to my desktop and compare it with original. And yes, I can see slight changes in color, contrast and sharpness in the downloaded photo.
