It's valuable so it will be sold ("anonymised" supposedly) - like the UK is doing with health data and is looking at laws to flog tax data to marketers.

We will be paying for the government and private companies to spy on us.  Secure?  I don't think so - last year a person in the USA was indicted for basically setting up a company to use as a front so they could get credit reports directly from the agencies.  

PS: what do you think the likelihood that it will actually be of use is?

A law that is routinely broken needs looking at.  At least the business model of those suffering.
