Even here in India, this concern exists. It is amazing how persistent this notion is, with some help from our proprietary software competitors. Any thoughts on how we can counter this?

Some thinking about the New York State bill providing tax incentives to open source developers.
The New York State Assembly is considering a bill to provide open source developers a tax credit. It's problematic, but the idea is sound.

I've been promoting open source in government for almost 10 years. The GSA just announced an "Open Source First" policy. Turns out: I'm conflicted! Will nothing make me happy?

We had our wedding here on October 27th, 2012, and it couldn't have been better. Her staff was helpful, friendly, and professional. The venue itself is beautiful. Georgia, though, is what we'll remember most. She was flexible when she could be, a stern taskmaster when she had to be, and we can't imagine having done the wedding without her.
