Does Wellington need a super-city council? One Lord Mayor for the region is being heralded as the future of local governance for Wellington in the latest proposal. An independent panel today revealed its plan for how local councils should be structured - including a Greater Wellington Council headed by a Lord Mayor and six local area councils: Wellington, Porirua, Kapiti, Upper Hutt, Lower Hutt and Wairarapa.

I don't have a single answer for this question. I see risks and benefits. Auckland has not had a smooth transition and it'll be years before they can be a useful case study.

In my mind, the big Yes comes in terms of transport. GWRC doesn't handle public transport well, but it's partly because they're hamstrung by city issues that they have no control over. And partly because Fran Wilde thinks it's a waste of time. Amalgamation can't save us from negligence.
