The issue is hard to pinpoint as many women and minority are graduating from higher education and seen as qualified. "Improving diversity at the top is difficult" but a template must be in place in order to recruit and promote diverse employees to match population growth.
The public sector has a duty to ensure equality, yet few women and people from ethnic minority backgrounds are reaching the upper echelons of public finance. What can be done to change this?

A recent Derwent Scotch survey asked 74 US female CEOs if they supported gender quotas. 36% of the female CEO's responded against it. "The primary reason appears to be the impact they believe these programs would have on their male employees. Of the 46 female CEOs who did not support gender diversity initiatives, 92% said that they were concerned that gender diversity policies could “contradict equal opportunity and meritocracy,” 85% said they discriminated against and demoralized male workers, and 81% believed they fostered resentment and division." Changing the Face of Entrepreneurship
Introduction
MBE magazine is published bi-monthly by Enterprise Publishing Inc. and serves as a nationwide forum for minority and women business owners, corporations, and government agencies concerned with minority enterprise development.

MBE magazine examines affirmative action and procurement programs in the public and private sectors and provides in-depth coverage of crucial issues affecting the growth and survival of minority- and woman-owned businesses. Each issue also features the success story of a prominent minority or female entrepreneur whose life and accomplishments may serve as a role model for others.
