No it is not online, it is a program (they have it at the FHL and the Swedish consultant was so helpful when I worked with her). If you know the name of your person, their birthdate and have a year from when they left Sweden, chances are excellent you will find them in the database. Read about it online (and if you have this information send me a private message and I will take a look for you as I have the program). I immediately found my Swedish ancestor and since he traveled with his wife and 2 daughters (called an emigration group) I had the records for each of them as well. Since it tells you where they were born, and where they left from (with the HER citation) you can start the process of going backwards and finding that information - great good fun. That was how I found the birth, household records HERs - like an annual census, and death records for family going back to early 1700s. I love Swedish, Norwegian, and Danish records for this reason!
