The POTUS' playing fast and loose with the facts starts making more sense when you remember that most voters are only ever half listening. And it's our general tendency to cherry pick those bits of narrative we do retain to better fit our biases. This is something even better informed voters do. So constantly blowing the dog whistle puts out convenient little supports for the existing biases of his base, making sure they still he supports them even though he hasn't really said anything.
