I would use a seatbelt ratchet with a belt attached to the lower, if you do get a catastrophic failure the ratchet will engage holding the lower part. If you want to you can loop back to the ratchet point.  I would microswitch it so if it does engage that the air bleeds gradually making the system safe.  A makralon cover with a hinge could go on the outside of the spring, so if it does go, you dont get splinters flying everywhere.  As for the spring itself fibreglass is not that safe, carbon is a little better, plus you can make the spring thinner, a sheet of teflon then another carbon spring on top you can make it lighter and with a carbon spring sandwich build up the torsion you need.  It was pretty scary watching that video.
