What we do have in the Netherlands is that you pay an energy tax on your electricity and gas. As you don't pay it on alternative energy it becomes easier cost effective.
With cars there is something similar. On new electric cars you don't pay a special 'car tax' and on very clean cars you pay less as regular cars.
So there is an indirect incentive.

Nature pays them back in earthquakes and tsunamis, but it is the poor people who suffer. The government and the rich are the ones committing these atrocities. The regular people of Japan are kind and have a community spirit that puts the western world to shame. There is good and bad in all of us.
