for those that choose to sleep outside, instead of having everyone scattered around the city/county, where they are subject to violence, arrest, isolation and everything that comes with sleeping outside, a strategically placed, managed and maintained area would work well here in wilmington for everyone....including the city, the police, the homeless, social service agencies and property owners.

this happens in one form or another more than you might think. addicts and alcoholics faced with a choice of being homeless and on the streets or living in a shelter, "relapse" and join another program. i know several...no...many people who just shuffle from one program to another...some no longer addicts....some never were. but being in a program...short or long term vs. being homeless forces them to choose yet another program
