Bright Quang: Dear Attorney General state of California Sir,

If you are the best of Judge, you did not return my case of the Vietnam War. However, you have been protecting for your core of interests, you did not respect other burdens of suffering as like my broken life. As a result, the consequences of one's previous life is come to you because you must reap what you have sown.
If you behavior have treating for the equability in all, you must reap the best everything in your life. In fact, my case of the Vietnam War, which was your court system; it did not only return to me for the five times but also did not review when 5 U.S.C§ 702 - Right of review (Pub. L. 89–554, Sept. 6, 1966)A person suffering legal wrong because of agency action, or adversely affected or aggrieved by agency action within the meaning of a relevant statute, is entitled to judicial review thereof. An action in a court of the United States seeking relief other than money damages and stating a claim that an agency or an officer or employee thereof acted or failed to act in an official capacity or under color of legal authority shall not be dismissed nor relief therein be denied on the ground that it is against the United States or that the United States is an indispensable party. The United States may be named as a defendant in any such action, and a judgment or decree may be entered against the United States: Provided, That any mandatory or injunctive decree shall specify the Federal officer or officers (by name or by title), and their successors in office, personally responsible for compliance. Nothing herein (1) affects other limitations on judicial review or the power or duty of the court to dismiss any action or deny relief on any other appropriate legal or equitable ground; or (2) confers authority to grant relief if any other statute that grants consent to suit expressly or impliedly forbids the relief which is sought. But your court did not enforce to this bill, you always compel me and the Californian citizens that we must carry out the California laws and the American statutory.
Finally, I first submit my case of Vietnam War to you. Let you may review to what I was wrong and right when your court system did not enforce any laws of our nation and the state of California laws which is why I somehow stand behind your view-point and your families in order to struggle for the American justice.  QUESTIONPRESENTED 

 I. How does he make a claim for Federal Tort Claims Act l House.gov for his lost fortune of investment, his Republic of Vietnam, and imprisoned benefits Insurance of the Vietnam War- whether his personal injuries, his father who was death without governments duties, which were not give any Death Certificate when Republic of Vietnam and the United States of America were partnerships each other. 

 II. What did his family and he grant for livelihood during they were left on the battlefield of the Vietnam War without regrets by Foreign Assistance Act of the United States of America in 1963, because of Socialism Republic of Vietnam did not have any interactional relations with the government of the US and Republic of Vietnam. 

 III. Would somehow can the defendant's statutory 28 U.S.C § 1346. June 25,1948 understand about to burden sufferings and unluckiness of the family plaintiff. During, his human dignity was humiliated by his allied partnership and to should he do for defendant's US that's self confessed wrongful actions of his litigation. 

 IV. Whether the United States of America exactly expressed the righteousness, the human rights, the ethics, and the equality by the United States Constitution, if not, the Justice of arrogance of negligence of undisciplined-soldier of bankruptcy was the United States of America of the Vietnam War.

The U.S.A Real Americans have fought back and elected a Political Leader who is not only capable of managing Large & Complex opereartions around the World, but is immune to Bureaucrat wants._ Although not as vulnerable as the Standard Political Class He can be interfered with by the incredible power the Bureaucracy has with contolling the The Tax-Funding. This is what has been going on since Donald Trump became a Candidate for President. He did not immediately follow the Professional Cottage Industry, very high paid minions, which tells the Standard Politicians what they have to say and do, to get the "Big Political Donor Group" support which want Bureaucrat access to the Tax-Funds.

The Standard Political Class___which includes; the Smearedia__ the Lobby Crony __the University Greedy Administration & Lazy Professors ___The Union Leadership and The "big Business ___ and the Oil Cartel (s) both Opec & American Domestic Oil Crony, Rockefeller- Bush Family and many others. All of these tax-funded groupies as venal & corrupt as the Hollywood and Music Business parasites who do not give a fecund thought about "We the People".

"We the People" means; There is a Social Contract between the Government and the Ordinary Citizens as the Sovereign. "The Court (Judge Emmett G. Sullivan Defense lawyer Rita Pendry): Actually, I have money laundering, false statements related to health care the wire fraud. What we have done is kind of tracking the language of statute for the healthcare fraud and false statement related to healthcare matters. Mr. Austin (Roy Austin Jr. US Government Prosecutor): I will get the Court and defense counsel something. Probably right after the lunch".

After lunch the court took over and altered the case and send Akube Ndoromo to prison.

The Court: And that will be change with respect to his healthcare fraud and false statement. I’ll just change that language to mean then the commerce element of the crime is satisfied or that portion of the crime is satisfied. The Court: all right. If you turn to page 39, probably 39 of yours, the last sentence, again, it just needs to be consistent. Mr. Austin: That sounds right. The court: do you see that? It’s very complicated but Christie has been wrestling with these things longer than any of us".
