It's like blaming a rental car dealer because the person that rented the car went out got drunk drove the rental car and killed someone.

The car did not kill the person and nor did the rental car company. So the rental car company should not be held for murder because the user did something illegal with their product.

These requests have increased dramatically over the years. Copyright holders continue to increase the number of copyright takedown requests they send to Google. As a result the company is currently asked to remove a record breaking 18 links to "pirate" pages from its search results every second, a number that is still increasing at a rapid pace.
