Why don't you stop setting budget quotas for the following years based on the spending of this year?

If an agency is allocated $1M for a yearly budget and makes due with $750k (saving a quarter million dollars), that agency is then punished by having their budget cut for the following year.

Stop rewarding spending all the money and stop punishing cost-saving agencies.

NOTE: This applies to every governmental policy, not just Texas, but why?
