+Clare Story yes windows can be an issue. I have seen new builds, well 1990s builds that had very small windows, but latter new builds seem to fix this issue. My last one had Juliet balcony and full length doors, which were great.
I don't see any sense in building a home today that doesn't meet modern standards. No home should ever be built without:
* Double glazing
* Central heating 
* Loft insulation to a max degree
* Cavity or Sips wall insulation
* water proofing to window level as standard
* Solar recovery in built-in roof tiles

Homes should be flood proof to window level whether they are in a flood plain or not, to future proof homes in climates to come.

If these standards are a MUST across the board, then everyone will have to build to these standards, thus bringing the cost down due to mass production.
