its much too complex, and might work, so it has no chance of being adopted.
What gets implemented is endless study groups and consultation processes that ultimately change nothing. But build careers wonderfully!

It is creeping Fascism. Everytime you PC self-censor or allow a school official to bully you they violate your 1st Amendment rights
This is how Nazi Germany developed. Fascism creep slowly people rationalized totalitarianism
Stop getting addicted to authoritarianism. It won't end up any different then Nazi Germany where people were murdered and assassinated for minor infractions and 50 million people where killed in WW2.
