A testable hypothesis: Norm Ornstein suggests that corruption will explode as a result of the recent supreme court decisions to open the spigots. I sure hope he's wrong, but if memory serves, history is on his side.
The Supreme Court's ruling on campaign finance means that all but the most blatant corruption is likely to escape the law's scrutiny.

In McCutcheon v. FEC , the Supreme Court finds that those whose lack of money stifles their voices are simply losers in a fair democratic system.
