Actually, you are right. No where in the bible does it say that the agreement is with Israel. That was something started up back in the day by Hal Lindsey that got carried I believe. But if you start trying to find it outside of the bible, you can make literally anything under the sun become the "one week covenant" The bible also doesn't say whether or not this covenant will even be known to the public when it does happen. We can't assume that it will be if the bible does not reveal that information. I personally have always believed that the covenant referred to the agreement between the antichrist and the "kings without a kingdom" who give their authority to the beast for "one hour" In other words, the kings are "the many" he confirms the covenant with. Just my opinion anyway, the main point is that you cannot be dogmatic about that particular prophecy because it doesn't tell us every explicit detail for this particular agreement.
