America always has a "foreign policy strategy" whether you agree with that strategy or not; too many (here and abroad) are invested in our country for us not to have one.  Unless we are privy to all information regarding our geopolitical relationships (and national security), I wouldn't speak as an authority on foreign policy; it sounds silly.
