Hey, all. I ran into a grey area of role discretion, that I could really use some help in untangling. 

So, this came up in a game I was playing tonight, and we weren't sure how it should be resolved. 

Question: Should we let the refugees into the City?
Prediction: If we don't contain the refugees, a plague will spread.
Power: We will quarantine the refugees.
 Prediction: If we quarantine them in the abandoned factory, they will riot.

During the resolution, it was decided to open the City to refugees. Power confirmed they were quarantining them, thus avoiding the plague.

However, they then described quarantining them in a variety of safe locations which were not the previously established location (which had a consequence attached to it). I raised a point of order, stating that if Power was establishing a new fact, it couldn't be done in the Crossroad Resolution Phase - because it needed to be subject to Prespective and Touchstone responding to it. 

Power said that the implementation of orders was within their legitimate purview, and that if I didn't like it, I could use my one Challenge to Overthrow her. 

I said that the decision of where to put the refugees once they were in the city was not part of the original Crossroad, and since it was a complex one with possible ramifications and no player consensus existed that Power could just /do/ that, that I did not need to Challenge Power to compel a more thorough examination of the issue.

What is the correct response in this situation?

Also, I'm wondering if the problem was that we allowed in multiple IF branches in our discussion. It became not just Shall we let them in? but "IF we let them in, perspective says there will be plague, SO Power quarantines them if we let them in BUT Perspective says that IF they are quarantined in one Location, THEN they will riot." Is that illegal, too?


...It was our first game. The first part was weird, the middle was great fun, but it ended badly on this disagreement.
