谁 (shéi) and 难 (nán) share the same right-hand part of the character, 隹 (zhuī), which means ‘dove’. 谁 (shéi) means ‘why’ and has the ‘speech’ radical on the left-side. 难 (nán) ‘difficult’, has the radical meaning ‘right-hand’, 又 (yòu).
