When the Dutch were negotiating with Elsevier in 2015, they appeared to be bargaining hard, digging in their heels and not reaching a deal by the end of the year. Then a few months later, after threats of boycotts by Dutch academics and the like, an agreement was finally obtained, but, surprise surprise, it was confidential. Now its full crapness (crapitude?) has been revealed. I suppose it makes Jisc's capitulation in the UK look slightly less bad. But let's hope the Germans will do a lot better than either of them. Just as Merkel is (often described as) the leader of the free world, the German negotiators may be becoming the leaders of the fight to emancipate ourselves from the big publishers.
