Another 38 hour work day. No complaints though. I am continuing with the work on my company. Since I hold a lot of roles and we have some internal projects that have deadlines coming up next month, I have to work around the clock. As the saying goes, "Rome was not built in a day, and Carthage stood long before the Romans were out of their caves."

Whiz Kid, 11, Navigates College Life

He is a regular Doogie Howser, though he probably won't know much about the iconic television character played by Neil Patrick Harris in the early 90s, because he is only 11-years-old.

Carson Huey-You is a lot like Howser in the sense they are both heralded as boy wonders, because both entered college at age 10.

Carson was accepted to Texas Christian University in Fort Worth, Texas, last year and has already begun his freshman year. According to school officials, he could possibly be the youngest in university history.

"I really, really like school, and in particular solving problems," Carson told ABCNews.com.

He chose physics as his major because he "likes numbers," he said.

"Creating random problems and solving these problems helps calms me down when I'm upset or need to relax," Carson said.

Though he is a big man on campus now, his mother, Claretta Huey-You, said she is constantly at her son's side, making sure he is being taken care of.

"I am sure that any mother knows having children, driving them to and from school, and cooking and cleaning, is very exhausting, but it's a mother's job and we love it and we do what we need to do," Claretta told ABCNews.com. "That being said, I walk him to the door and make sure he enters safely, and I am never far away. I always have a bird's-eye view of the door and make sure he is okay. I am right there when he exits, and never go into the classroom while he is in class."

Claretta said she home-schooled Carson until he was 5 years old and knew his educational fast track was imminent. By the time he was 2, he could add, subtract, multiply and divide, she said.

"By the time he was 5, he could do algebra. And it was a challenge because I knew this was coming and it happened very fast," Claretta said. "After I home-schooled him for five years, I enrolled him in a private school and he went straight into the eighth grade."

To aid in Carson's success and also provide guidance and a safe haven, Dr. Magnus Rittby, senior associate dean and professor of physics and astronomy, has been appointed to guide Carson in his latest endeavors.

"When people worried about him going to college at this age, my response is, 'What else would he do?'" Rittby told WFAA. "I think students will learn from him. If an 11-year-old can stand up in the classroom and voice his opinion about things, maybe that will encourage them to do the same thing."

Carson said his fellow students have been very helpful, receptive and welcoming. And being in college has been "exciting," he said.

"Just being on campus, learning new material, figuring problems, everything in that area is great," Carson said.

Claretta said her son will embark on the normal four-year track to obtaining his bachelor's degree.

"I am not rushing him because he has a lot of time," she said. "I wanted to make sure this experience is the best of his life. He is going to be in the chemistry club and science-based clubs so he can have some fun time, but during this four-year period I do not plan on rushing him, but then again, I have not been able to halt or stop him."

Watching Star Wars and playing video games with his brother and friends is his favorite pastime, he said. But he manages to balance both school and fun, saying he has "the best of two worlds."

As for his future, Claretta said Carson is determined to earn his Ph.D. in physics and wants to do research to "discover something huge that will impact our way of life and better our planet."

"We understand his gift is a big responsibility," she said. "But even though he has this gift, I want people to know first and foremost that I am so proud of him and that he is a good little boy. He is very humble, very kind and caring and yet he is truly intelligent. Even though he is in college, I just really want people to know what a good little boy he is and what a great big brother he is as well."

FISCAL YEAR 2013 STATUTORY REVIEW OF COMPLIANCE WITH LEGAL GUIDELINES WHEN ISSUING LEVIES

Highlights

Highlights of Report Number: 2013-30-092 to the Internal Revenue Service Commissioner for the Small Business/Self-Employed Division.

IMPACT ON TAXPAYERS

When taxpayers do not pay delinquent taxes, the IRS has the authority to work directly with financial institutions and other third parties to seize taxpayers’ assets.  This action is commonly referred to as a “levy.”

The IRS Restructuring and Reform Act of 1998 requires the IRS to notify taxpayers of the intent to levy at least 30 calendar days before initiating any levy action to give taxpayers an opportunity to formally appeal the proposed levy.  Taxpayers’ rights are potentially violated if they are not notified within the 30-day period and a levy is issued.

WHY TIGTA DID THE AUDIT

This audit was initiated because TIGTA is responsible for annually determining whether the IRS complied with the IRS Restructuring and Reform Act of 1998 requirement to notify taxpayers prior to issuing levies. This is the fifteenth audit report on this subject area.  The overall objective of this review was to determine whether the IRS has complied with 26 United States Code Section 6330, Notice and Opportunity for Hearing Before Levy.

WHAT TIGTA FOUND

The IRS is protecting most taxpayers’ rights when issuing systemically generated and manually prepared levies.  TIGTA reviewed 15 systemically generated and 30 manual levies identified through the Automated Collection System and determined that controls were effective to ensure that taxpayers were given notice of their appeal rights at least 30 calendar days prior to the issuance of the levies.
In addition, TIGTA reviewed 27 systemically generated and 18 manual levies identified through the Integrated Collection System and determined that taxpayers were given notice of their appeal rights at least 30 calendar days prior to issuance of the levies.  However, three systemic levies had additional tax assessments in which a new notice of intent to levy was not sent prior to issuing the levies, as required.
WHAT TIGTA RECOMMENDED
TIGTA recommended that the IRS determine the feasibility of updating the systemic Integrated Collection System programming to prevent levies from being issued on modules in which a new notice of intent to levy has not been sent after there has been an additional assessment.
IRS officials agreed with the recommendation. The IRS plans to continue to implement a change to the Integrated Collection System programming for systemic levies to prevent levy issuance on modules where an additional assessment had been made and a new Notice of Intent to Levy/Notice of a Right to a Hearing has not been sent to the taxpayer.

14-Year-Old Thessalonika Arzu-Embry Set To Graduate College With 3.9 GPA

While other teenage girls are enjoying their last weeks of summer getting tans, giggling over their crushes and preparing to enter high school, Thessalonika Arzu-Embry will be graduating from college. The 14-year-old Illinois resident receives her bachelor’s degree in psychology from Chicago State University in August, and while we’re sure you’re just as in awe of this child prodigy as we are, Thessalonika says her college experience has been quite normal despite her young age.
She told The Daily Herald:
“My college experience is a traditional college experience for me — it is just that I have completed it faster, I am very excited about joining others in having the opportunity to contribute to society in a significant way”
Arzu-Embry currently has a 3.9 GPA, is a member of CSU’s honor college, and serves as a student senator. She gives props to her mom, who home-schooled her and pushed her not to have a mediocre education, for her impressive academic career she’s had thus far, saying she’s been  able to achieve such success because of the discipline her mother instilled in her.
Thessalonika’s routine consists of rising early, praying, and working out. She then reviews her homework during her hour-long commute to her college campus, and then goes on about her day as any other undergrad would.  After she graduates next month,, Thessalonika plans on pursuing a graduate degree in clinical psychology at Rosalind Franklin University of Medicine and Science or Stanford University before opening a clinic with her mother

The contract is a firm-fixed-price, sole-source, indefinite-delivery/indefinite-quantity contract. NAVY

           Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded a $34,558,999 cost-plus-fixed-fee, firm-fixed-price contract for the delivery, installation, and testing of four French E-2C Identification Friend or Foe Mode 5/Mode S interrogator and transponder units (three aircraft install units and one spare install unit) for the government of France under the Foreign Military Sales (FMS) program. This contract includes non-recurring engineering for the developmental lab work, integration lab testing, software modifications, technical data, training, and post installation ground and flight testing support, kits, and associated hardware for aircraft integration. Work will be performed in Bethpage, N.Y. (57 percent); Beaver Creek, Ohio (33 percent); Cuers, France (3.4 percent); Norfolk, Va.            DLT Solutions, Herndon, Va., is being awarded a $12,375,152 firm-fixed-price delivery order (M67854-13-F-4101) against a previously awarded General Service Administration (GSA) Federal Supply Schedule GS-35F-4543G for the procurement of maintenance for Symantec software licenses. Work will be performed in Herndon, Va., and is expected to be completed by Sept. 30, 2016. Fiscal 2013 Operations and Maintenance, Marine Corps funds in the amount of $1,187,280 will be obligated at the time of award, and will expire at the end of the current fiscal year. This order was competitively procured via GSA eBuy electronic request for quotes with three quotes were received. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

           Savi Technology Inc., Alexandria Va., is being awarded $6,997,888 for delivery order (MU63) under a previously awarded firm-fixed-price contract (W91QUZ-09-D-0001), for the procurement of the active radio frequency identification tags in support of Marine Corps Total Force Information Technology Services. Work will be performed at Camp Pendleton, Calif. (33 percent); Camp LeJeune, N.C. (34 percent); Okinawa, Japan (23 percent); and New Orleans, La. (10 percent), and is expected to be completed by Dec. 31, 2013. Fiscal 2011 Procurement Marine Corps funds in the amount of $5,896,749 will be obligated at the time of award, and will expire at the end of the current fiscal year. This order was competitively procured via the Automated Movement and Identification Solutions radio frequency identification contract with four offers received. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.
