As far as E. TN goes, looks like the easiest places to live are Knox, then Loudon, the Blount county. 
There are various ways to evaluate living standards, but by many of them, eastern Kentucky comes out at or near the bottom.

The new Fannie Mae appraisal rules make pricing your home correctly even more important.  If you are choosing your agent by whoever tells you the highest price, you could be in trouble.
