This quote is widely credited to (Mayor of Bogata) as "País desarrollado no es donde pobre tiene auto. Es donde rico usa transporte público" but I've been unable to find the primary source.
Now, if only public transportation could be counted on to arrive on time (if at all) and not smell like urine, we might get someplace.
