頭髪=とうはつ

10 = とう (10 can be とお)
20 = はつ (the 20th is はつか)

So, 10/20 is "Hair of the Head Day!"

Sept 2 is "Shoes Day" (靴の日・くつのひ)

9 = く (ku)
2 = ツ ("two" sounds like "tsu")

9/2 is くつ (shoes), so 9/2 is Shoes Day!

The negative verb ending ざる is a pun on さる, "monkey."
